Originally of rubber, but these days, mostly plastic.
I think weather balloons are made of silicon rubber for extra strength (not sure on that one). Hot air ballons are made of woven fabric – originally silk, but probably rayon these days/

Most balloons are plastic. There are some hi-tech ones that are used for science that can be hundreds of metres across — these are made of very strong and lightweight plastic too! Check out http://www.nsbf.nasa.gov/balloons.html for more information.

The others have covered this but I wanted to add that you can get specific ones for helium (the ones that float) which stay filled for longer. Normal ones let the helium escape quicker.
